An End to end Interoperability Framework For MaritimE Situational Awareness at StrategiC and TacTical OpeRations assets, via prevention, detection, response and mitigation of physical and cyber threats

Objective

To enhance maritime surveillance, improve decisions support, and foster collaboration of maritime stakeholders by implementing an Interoperability Framework and associated Data Fusion and Analytics services for Maritime Surveillance and Border Security that will allow faster detection of new events, better informed decision making, achievement of a joint understanding and undertaking of a situation across borders, allowing seamless cooperation between operating authorities and on-site intervention forces ensuring that all existing privacy and data protection rules are fully respected.

Impact

The EFFECTOR Interoperability framework for Maritime Situational Awareness will be thoroughly tested and validated: the applied interoperability solutions, the enhanced situational picture, the new surveillance concepts and the efficient information sharing via the operational use of EFFECTOR integrated interoperability demonstrator.
The EFFECTOR interoperability framework will be a holistic, cost-efficient and highly reliable solution, that can be built on existing legacy systems and infrastructure and will facilitate the seamless integration of maritime surveillance systems and the sharing of a
cross border enhanced situational awareness picture.
EFFECTOR will allow the cooperation of national Coordination Centres, who will share an enhanced situational picture for maritime surveillance, via the use of a common framework.

INOV participation

INOV participates in the overall design, architecture and interoperability framework, contributing to the EFFECTOR system definition, the specifications and mapping of data types, formats, protocols and communications, the design of adapters for seamless connectivity and interoperable routing and messaging.
INOV contributes to the EFFECTOR system adaptation and configuration and the implementation of adapters for seamless connectivity and interfacing with heterogeneous information sources. INOV particpates in the system integrating and testing, contributing to test architecture, sensor and data Integration and factory integration and testing of trial configurations.
INOV also particpates in pilot demonstrations, validation and evaluation, supporting the Portuguese and French maritime trials.
INOV leads the workshops’ coordination to present and promote the EFFECTOR results to the consortium, end-users, practitioners, and policy makers.
